Package-level declarations
Defines four reviewable internal responsibilities:
timestamp alignment forms fresh sensor sets;
object association applies position and relative-velocity gates;
motion estimation calculates fused state and time to collision;
health monitoring reports input availability and degradation.
Three technical safety mechanisms protect the output: a freshness gate, a cross-sensor agreement gate, and a confidence monitor that checks claimed confidence against sensor support.
